This means the link exchange schemes & programs deliberately increasing links in attempt to achieve ranking is bad. Buying and selling links is bad. Google in its Webmaster guidelines had stated that any link exchanges schemes, buying, selling links are not good for website rankings. As per Google the links are editorial votes to webpages and have to given naturally to add value to visitor.
