Reviewing two countries in Africa, South Africa and Botswana, one finds that regulation is rife. Regulatory compliance for SME's is an absolute nightmare in these countries.
What makes these governments overregulate? Is it the black collectivism culture which comes with a culture need for leaders to make all the decisions? Is it the result of colonialism where the colonial powers themselves encouraged this by not allowing the local inhabitants any say in government? Is it the strong socialist tendency with strong labour movements, a carryover from their communist groundings?
I suspect that perhaps it a combination of all of the above, in varying mixes.
However, the African governments need to realise their error, and move to a more free society economically speaking!
