First and foremost, you need to focus on getting a high number of backlinks from websites that have a high page rank. The motivation for this is, search engines such as Google lay a great amount of weight highlighting the foundation of the backlink and give it significance according to that.

So if you get a backlink from a site that's PR 6 - it's obviously going to tell the search engines that your website is important enough to get a backlink from a high page rank site. But, even if the backlink you're getting is from a site that has a small PR, it still has better link value, versus a site with no PR.

Secondly, avoid indulging in any type of unethical activities such as cloaking or gateway pages, where you "deceive" the search engines by showing them one page and showing your visitors another page, i.e. your real website. This can attract a severe penalty from the search engines and get you banned.

The absolute best way to deal with off-page optimization, like anything in life, is to do it ethically. Yes, it may take you a bit longer before you start seeing results, but eventually, what matters is your long term stability in the search engines, not fast, unethical, short term results.

If you want your site to be favored by Google, it makes sense to know their rules well, so study the TOS before engaging in any off page SEO. The TOS will inform you in regard to which practices can cause your site to be considered low value or even get it un-indexed in the listings. Since Google is the number one search engine, it only makes sense to learn how it ranks sites if you want to increase your understanding of search engine optimization.

It's also a good idea to seek links from authority websites because they share such a great relationship with the search engines. Be confident that the authority site you acquire your backlink from is relevant to your niche, and ranks agreeably with the search engines. If you have a backlink from an authority site, for instance, it will be much more excellent than acquiring a backlink from various smaller sites.

Determine how long the website has been around that you're acquiring your backlink from. The older the website is, the better response you will get. The reason for this is that the search engines happen to trust these long standing sites and have created a lasting relationship with them. You can easily find out the age of a website by putting some of the web devices to use.

Finally, a major thing Google looks at is your traffic. A site that gets regular traffic is going to be considered much more important to the search engines than one that hardly gets any visits at all. The search engines like to see a large amount of real traffic you receive, as well as how long visitors remain on your site. This is far better than any of the automated kind you can purchase cheaply.

A few new sites that I've been following also got Page Rank for the first time. What others have mentioned about giveaways is a good idea. I also think updating your page with useful content on a regular basis is a must to keep Fans interested and coming back. This can easily be done if you have a blog because they allow you to import RSS feeds on your page. Every time you make a new blog post, your Fan Page can be updated.
