If you target the residents, you may visit residential areas and knock on the door. Hand them a flyer about your home-based business and offer discounts if they employ your services within a week.

The landlords and building owners are also a good source of closing business deals. Make an appointment or visit them at their offices to present your business proposal. If it is done by bidding, then ask for a chance to bid.
