A poor performance review should not be a surprise. If this happens, other things are going on. Either the employee does not know what is expected, or knows what is expected and is only doing enough to get by; or the supervisor is not properly supervising his or her subordinates. Saving up all the negatives for an annual performance review is bad form. There should be on-going feedback to the employee. I recommend you have a candid discussion with your supervisor. Explain how surprised you were at your review because you thought you were doing a good job. Ask for more frequent input regarding your performance so you can address any shortfalls. In order for your reviews to improve you need to know exactly what is expected of you, be provided with clear goals and objectives, and then achieve those goals in the time frames provided.
