Any company that is involved with Government work knows that these contracts are obtained only after fierce competition. The large size and recurring nature of these contracts makes them very attractive to companies that deal in that particular field. Practically every contract in the private sector is awarded on the basis of a tender. These tenders have very stringent qualification requirements and this process serves to eliminate many of the companies that wish to obtain the business. Many times, the ability of a company to win a tender depends more on its ability in writing tenders than its actual capability of executing the work.

If you have a company that is aiming for certain contracts, your company needs to be as proficient in tender writing as it is in doing its work. You will not be invited for the next stage of the tendering process if your initial proposal writing does not present your company in the best light. In fact, many companies get eliminated based upon badly filled Pre Qualification Questionnaires (PQQs).

But, during the Clinton administration people decided that eliminating that law would boost the economy - once again, that didn't work.
