SBA's Defense Economic Transition Assistance program is designed to help eligible small business contractors to transition from defense to civilian markets.
A small business is eligible if it has been detrimentally impacted by the closure (or substantial reduction) of a Department of Defense (DoD) installation, or the termination (or substantial reduction) of a Department of Defense Program on which the small business was a prime contractor, subcontractor, or supplier at any tier. In addition a business can be deemed eligible if it is located in community that has been detrimentally impacted by these same actions.
The DELTA program provides financial and technical assistance to defense-dependent small businesses which have been adversely affected by defense reductions. The goal of the program is to assist these businesses to diversify into the commercial market while remaining part of the defense industrial base. Complete information on eligibility and other rules is available from each SBA district office.
This program can be used in conjunction with both SBA’s 7(a) and 504 Loan Programs and generally follows the provisions of each program. In order to be eligible for this program, small businesses must derive at least 25 percent of its revenues from Department of Defense or defense-related Department of Energy contracts or subcontracts in support of defense prime contracts in any one of five prior operating years.
Small businesses interested in utilizing this program must also meet at least one of the program's policy objectives:
* Job retention --- retains defense employees
* Job creation --- creates job opportunities and new economic activities in impacted communities
* Plant retooling and expansion ---modernizes or expands the plant and enables it to remain available to the Department of Defense.

The Microloan Program provides very small loans to start-up, newly established, or growing small business concerns. Under this program, SBA makes funds available to nonprofit community based lenders (intermediaries) which, in turn, make loans to eligible borrowers in amounts up to a maximum of $35,000. The average loan size is about $13,000. Applications are submitted to the local intermediary and all credit decisions are made on the local level.
Terms, Interest Rates, and Fees:
The maximum term allowed for a microloan is six years. However, loan terms vary according to the size of the loan, the planned use of funds, the requirements of the intermediary lender, and the needs of the small business borrower. The maximum loan amount is $35,000, however, the average loan amount is around $13,000. Interest rates vary, depending upon the intermediary lender and costs to the intermediary from the U.S. Treasury. Generally these rates will be between 8 eight percent and thirteen percent.
Collateral
Each intermediary lender has its own lending and credit requirements. However, business owners contemplating application for a microloan should be aware that intermediaries will generally require some type of collateral, and the personal guarantee of the business owner.
Technical Assistance
Each intermediary is required to provide business based training and technical assistance to its microborrowers. Individuals and small businesses applying for microloan financing may be required to fulfill training and/or planning requirements before a loan application is considered.

- Everyone has the right idea here. Depending on your business, there are different techniques that you could use. For consultants and sales heavy businesses, there are three tactics that I have found especially useful in my business:
1. Attend Networking Events
2. Cold Calling
3. Referral Program
4. Affiliate Program (most successful)
The affiliate program was successful for me, as I hooked up with a franchise consultant, and he gave multiple unit businesses that needed my credit card processing services. I highly suggest you hook up with a sales partner, and give him a cut of the monthly revenue.

- 1. If you dont want too much competition from other SEO's, choose your keywords precisely.For example, Instead of keyword Loan choose keywords like Bank Loan, Equity Loan, Student Loan, Home Loan etc. Order of keyword also matter for search engines. Search engine treats ?Loan Equity? and ?Equity Loan? as different keywords.
2. Best seo practice is to get at least one of your primary keywords in domain or sub domain name of your website. You can use hyphens (-) to separate multiple keywords.
For example: seo-service, seo-guidelines, free-seo each cover two keywords.
3. Get your second or third keywords in your directory name and filename.
4. Keep your webpage free from any syntax error, declare document type at the beginning and validate your HTML and CSS because search engine don?t like pages with too many errors.
5. Give a short Title in of your page in 3-9 words (60-80 characters) maximum in length containing your primary keyword. Remember it will be displayed in search results so choose wisely.
6. Try to include your most important keyword phrases in heading tags on your page if you can but keep in mind it should not be exactly same as title of your page. You can use (H1 H2 H3) tag for specifying anything important. To reduce size of heading use CSS.
7. Specify Meta keywords in heading of document. Limit it to 15 to 20 words. Although not all the search engines give importance but there is no harm doing it. Search engine like Yahoo still give it importance.
8. Write Your Meta Description tag attractive containing keywords because it will appear on the search engine result pages.
9. Use text for navigation menu instead of using images or Java scripts.
10. Try to include your most important keyword in hyper linked text and text and text that immediately precedes or follows the hyperlink. Do not use same keyword always use synonyms at few places. Just like instead of seo, I have use search engine optimization at many places on this page.
Think like an Association

Maybe you could try thinking like an Association... I would study the structure or formats used by other Associations. What are they doing to add value for their members?
The BBB plays a monitoring role for consumers by gathering data about business' that are behaving badly. And they're pretty successful at it too.
Maybe you can offer a 'Platinum Program' that franchisors buy into. Accredited members only. Criteria could be strict:
1. Age (stability): 10+ years
2. Satisfied franchisees: 85% + satisfaction
3. Size (stability again): 250 units
4. Strong profits
5. Great management
-Maybe a 'Gold Program' for those Franchisors that aren't quite at that level, but can strive to reach it...
-Top 100, 500, 1000 Listing for qualified members... maybe a slap at Entrepreneur.com and their biased top 10 lists...
-Maybe act as a monitor like BBB?
-Maybe team up with FranSurvey OR do something similar for each member (not sure about Fransurvey's rep, but I like the concept)
There's so much discontent within the franchising arena that I think if you were part of the solution, then you could create a win/win with your Association.
The only downside is that this power can get abused if there aren't good checks and balances within the association.
