Preferred Lender Programs

The Preferred Lenders Program (PLP) is another step in SBA's process of "streamlining" the procedures necessary to provide financial assistance to the small business community. Under PLP, SBA delegates loan approval, closing, and most servicing and liquidation authority and responsibility to these carefully selected lenders. . (Lenders new to SBA should first read about becoming an SBA Lender) SBA will continue to check loan eligibility criteria under this program.

PLP lenders are nominated based on their historical record with the Agency. They must have demonstrated a proficiency in processing and servicing SBA-guaranteed loans. The credit criteria for PLP loans in the same as that for the CLP and/or the Regular 7(a) program. In the event of payment default by the borrower and the need for enforced collections, the PLP lender agrees to liquidate all business assets before asking SBA to honor its guaranty.

How to become a PLP Lender

To become a Preferred Lender, an SBA field office may nominate a Lender. A Lender may also request a field office to consider it for PLP status. The SBA field office will forward its recommendation to an SBA centralized loan processing center which will submit its recommendation and supporting documentation to the Associate Administrator of Financial Assistance (AA/FA) for final decision. In making its decision, SBA considers whether the Lender:

(1) Has the required ability to process, close, service and liquidate loans;
(2) Has the ability to develop and analyze complete loan packages; and
(3) Has a satisfactory performance history with SBA.

If the Lender is approved, the AA/FA will designate the area in which it can make PLP loans. Before it can operate as a PLP Lender, the approved Lender must execute a Supplemental Guarantee Agreement, which will specify a term not to exceed two years. When a PLP's Supplemental Guarantee

Agreement expires, SBA may recertify it as a PLP Lender for an additional term not to exceed two years. Prior to recertification, SBA will review a PLP Lender's loans, policies and procedures. The recertification decision of the AA/FA is final.

A PLP Lender may request an expansion of the territory in which it can process PLP loans by submitting its request to a loan processing center. The center will obtain the recommendation of each SBA office in the area into which the PLP Lender would like to expand its PLP operations. The center will forward the recommendations to the AA/FA for final decision. If a PLP Lender is not a CLP Lender in a territory into which it seeks to expand its PLP status, it automatically obtains CLP status in that territory when it is granted PLP status for the territory.

Because of the expanded authority and the expedited nature of the PLP program, certain loans can not be processed under the PLP Program. A PLP Lender should consult SBA’s SOP, and or the PLP Loan Processing Center for these guidelines.

Are they baking the subs and delivering them, or do they bring them so that the buyer can put them in the oven? (Presume the former, but still, the message is not clear.) "Preferred 2 to 1," by whom, and under what cicumstances? Does waiting for delivery factor into the preference? I am not sure that Dominos can greatly impact the leader. Subway has hurt Quiznos franchisees with the $5 promotion, because Quiznos has higher ingredient costs. Quiznos really didn't have a response. I noticed a "lower prices" banner at a Quiznos I visited yesterday, but that is a long way from $5 for foot longs.
timeframe for loan process timeframe for loan process - In general, it should not take more than 10 - 12 weeks once the lender has your loan package. Unfortunately, I have heard horror stories where 4 - 6 months after the person submitted their loan package, they still have not closed on their loan and some cannot even get in touch with the lender for an update. (not with my business and the lenders we deal with, but others have told me this when they contacted us after they were fed up with their current lender). I think it's dependendent upon whether or not you have gone to the right lender for your type of business loan and also dependent upon whether you have packaged the loan properly. When a loan has not been packaged properly, lenders will not even review it. It can sit on their desk for any legnth of time before they get around to sending it back to you "declined" (for improper packaging). It's best to have your loan professionally packaged. That's the beauty of dealing with a loan broker or other professional who provides this type of service. It's best to seek out professionals who specialize in your specific type of business loan. The loan goes through diffrent stages. The first stage is the initial review by the lender, where the Lender will decide if you are favorable for loan approval. If you are, the loan will be sent onto the underwriters and you may or may not receive a proposal letter from the lender (it depends upon the lender). this letter may need to be signed and returned. The lenders initial review should take anywhere from 5- 10 business days. The second stage, is the underwriters review where your loan with either be approved or denied. This is a crucial stage and can take about 3- 4 weeks. Once approved you will receive an approval letter that needs to be reveiwed by you (or your lawyer) carefully. this letter needs to be signed and returned in order for your loan to go through the final stage. The third and final stage is your loan closing. This is where everything is finalized so they can fund. This stage can take another 3 - 4 weeks. Keep in mind that if you are dealing with a loan broker, you should add another 2 - 3 weeks to your loan timeframe as it will take about this long for the loan broker to gather and process all your documentation and package it and get it off to the lender (this includes delivery time).
