The only way to increase your PR is to receive backlinks from sites that already have higher PR. This can be done through link exchanges. However, many times link exchanges with the wrong sites or on the wrong page will actually lower your PR. That is why when you are performing link exchanges, keep these facts in mind:
A. Don't buy sitewide links. Instead you should be looking for links from individual pages. Sitewide links do include blogrolls. It would be a much larger benefit for you if you had a text link that was fit nicely into a blog post, as opposed to having your link on someone's blogroll. Even though the blogroll will increase the total number of backlinks more than the post will, it is always quality over quantity. Always.
B. Don't only look for high PR links. Start off with low PR rankings if you have a PR0 and you will slowly but surely see your own rankings increase. This is as opposed to starting off with PR3+
right away which is always a red flag to google. Certainly do not buy PR3+ backlinks right away if you have a PR0, since Google can now detect paid links with more and more accuracy.
C. Build your links slowly but surely. Receiving too many backlinks in a short period of time sends a red alert to Google, even if everything you have done was completely legit. For example, don't submit your site to 1,000 directories in a day by paying for cheap manual labor on DigitalPoint. Instead manually submit your site to 3 quality directories a day, and that will become 90 quality backlinks a month. Remember, quality over quantity.
D. Only link your site to quality sites. Linking your site to spam sites that happen to have PR will lower your PR in the long run when Google lowers the PR of those pages. This should be obvious to any webmaster who is looking to exchange links. Moreover, you should try to link your pages with sites that are similar to that of your own.
E. Make sure that the links fit naturally into posts. This can go a lot further than just stuffing links into your blogroll. As stated above, this is another example of quality over quantity.
I would like to reinforce once again that page-wide links have a much stronger effect than site-wide links. This is a very important point.
