It may be a threat to some, a boon to others, and quite honestly, I dont think it is the job of the government to align itself with the needs of its suppliers. Rather it should be the other way around.

Why do you believe that it will be a threat to some and not to others? Can you also expand on your line of thought regarding the issue of alignment?

Regarding your first question, In any market shake up, some will win, some will lose - in this case, those who adapt to the GoC's NEW needs, will prosper - the others won't. In addition, I would hope that the GoCs needs will diminish rather than increase - so you will see market shrinkage in general.
In terms of the second question, it's pretty simple - The GoC is supposed to serve the people, not employ them. Service industry support is inevitably required, but overall expenditure should be optimised such that every dollar possible goes to the end service offering to the citizens. By that token - if the GoC can eliminate say interdepartmental bike couriers - they should, regardless of what the bike courier lobby says - In fact, that lobby should be ashamed of itself.
