Historically, questions such as the one you have posed are usually solipsistic in nature in that they focus on the internal aspects of the RFx process.

Part 4 of my critically acclaimed conference series (The Changing Face of Procurement), asks the question "is your current e-procurement strategy a threat or a benefit to your supply base?"

Far too often, the implications of an RFx process indirectly lead to a phenomenon known as supply base erosion whereby there is a steady and gradual decrease in supplier participation leading to an equally (and for most buying organizations imperceptible) increase in costs and a corresponding decrease in service levels.

In a recent reprint of Part 2 of the 7 Part Dangerous Supply Chain Myths series focusing on supplier development and management, I highlight the inherent flaw (or myth if you prefer) associated with the now largely discredited vendor rationalization strategies championed my industry pundits not that long ago (contact the author for the article link).

What should be of particular interest are comments I received from the audience members at a conference in which I was the keynote speaker. Consisting of 200 plus senior executives from the supply side of the automotive industry, the consensus that the RFx process was mostly an exercise in futility was clearly demonstrated by vociferous statements such as:

“It (e-procurement – technology) will have a negative effect on my business.”

“The product (we sell) is commoditized under an e-procurement program . . . we will do everything to resist participating.”

"We should charge the companies that issue RFP's a fee as the exercise is unlikely to generate any tangible revenue."

This malaise even extends to the public sector in which the levels of cynicism on the part of suppliers (especially within the SME community) have literally undermined major government procurement reform initiatives such as the Government of Canada's Way Forward program.

In another article that delved into the critical elements of supplier development and engagement in the public sector, I identified three classes or bands of suppliers. They are as follows: The Masses, The Strategically Displaced, and The In Crowd. Regardless of whether you are in the public or private sector, The Commonwealth of Virginia's eVA program should serve as a case reference in terms of how to effectively establish and implement a successful program.

When the program was originally launched in the fall of 2001, eVA was slated to follow the traditional path of program implementations (and likely would have become just another statistic in terms of the 85% failure rate associated with all e-procurement initiatives).

Shortly after commencing the program, the Commonwealth's leadership had an epiphany, which ultimately led to a greater level of stakeholder involvement (including suppliers) in the planning process.

The numbers speak volumes:

In 2001, just 1% of the targeted $3.5 billion annual spend was processed through eVA. In 2007, more than 80% of the Commonwealth's targeted spend was processed through the program.

The Commonwealth's supply base grew from 21,000 in 2001 to 34,000 by 2007.

Finally (and this is the telling statistic), the distribution of business over the entire supply increased from 26% in 2001 to more than 43% in 2007. Specifically, a significantly greater number of individual suppliers generated tangible revenue through eVA. This is the sign of a dynamic and active supply base. In the end, internal machinations ultimately have little effect on the success of your RFx program if you are out of step with your supply base. Extend the collaborative process to include this critical stakeholder, and you will exponentially increase the likelihood for a truly "collective" best result outcome.

Why A Project Fails? Why A Project Fails? - Hello Everyone As the size and complexity of ones business grows, so does their need to effectively manage projects. I have been thinking about the major reasons why a project can go wrong and my limited experience comes up with the following. 1 Leadership: A project manager with leadership skills and not just management skills. 2 Failure to (Foresee and) Plan 3 Failure to Manage: Ineffective change management control methods. Unclear decision making guidelines. 4 Talent: Finding, allocating and developing people 5 Scope: Setting an overly ambitious or amibigious project scope 6 Alignment: When projects are not prioritized in alignment with the business strategy, or project members personal objectives are not in tandem with that of the project / company 7 Lack of Candor: Communication Breakdowns I would be interested in knowing everyone's thoughts on this, especially on ways to overcome the above mentioned obstacles. [/quote:skmzsqk2] I have to disagree with this. Sometimes the employee doesn't turn out to be a weirdo until it's too late. Many years ago, I used to work for a Mailboxes Etc. (Now its the UPS Store.) I was working there to "learn the ropes" and if I liked it, was planning on investing in a store of my own. (Suffice it to say I hated it, and decided to pursue different avenues - dealing face-to-face with customers and employees is enough to drive you crazy!.) Anyway, the owner of the store, and the manager, would each interview a new hiree. Normally it was just me and the manager, except during December, when things really amped up as people shipped their Christmas packages. So they hired someone at the beginning of December. Then, unfortunately, the manager, who should have been doing the training with this new girl, had to go on a trip for 3 days. (Just 3 days!) She'd given the girl one day's training. I'd been there for six months, I knew the ropes, and so I would continue giving her her training. But you couldn't train this woman. She'd given us this big sob story at the beginning, how she and her brother had had a sports memorabilia store (in the mall across the street from us), how her brother had ruined the business because he wouldnt' listen to her, didn't know how to do anything and wouldn't take advice from her, etc. etc. So, now she's in a business that she's never done before. Would she take training from me? Nope. It went from the easiest things to the most difficult. For example, we had a specific way to tape up boxes - which from decades of experience Mailboxes knew was the strongest way to do it. I showed her, she did it *her* way. Everything I tried to train her in, she would not listen, she would do it *her* way. Quite often I felt like saying... "tell me again about your brother and the fact that he wouldn't listen to you even though he had no experience in the job..." but I never did... Now, I am just about the most easy-going person you could ever hope to meet, and if I couldn't get along with this woman no one could. Well, it wasn't a question of getting along, I finally just let her do whatever she wanted, content in the knowledge that I wasnt the manager and wouldn't have to deal with her once the manager came back. The manager came back, and tried to tell her how Mailboxes Etc. did things, and she took the same tone with the manager as she did with me. *She* knew best, all practices should be changed to what *she* wanted. Even the owner worked with her a couple of days, and got the same treatment. So they let her go. Now, maybe this woman was an isolated case, but she had serious attitude and ego problems that only came to the fore once she'd been hired, and there was no way that she could be made to see other people's points of views, etc. I tried, the manager tried...the owner merely looked on bemused, but didn't blame the manager when she fired the woman. And I was glad to see her go. I'd never met anyone like her before, as a supervisor or as a worker, and hopefully I never will again... but with so many people in the work force I doubt if she's an isolated case.
