More than one-third (38 percent) of software development professionals at companies use some type of outsourcing to meet their organization’s needs, according to a new survey.

SoftServe polled 6,000 decision-makers from independent software vendors, large enterprises and small-to-medium businesses where software development was a key business focus.

The consultancy found that of those firms that used offshore software development outsourcing, 67 percent did so in India.

Ukraine and China were tied for the second most popular destination for offshore outsourcing, followed by other locations in Eastern Europe.

According to oDesk data, the average feedback for providers hired when outsourcing to Ukraine is higher than the oDesk average.

"During this economic recession, the competitive application outsourcing arena has become even more fierce as customers push for lower cost and improved operational efficiencies," commented Rona Shuchat, director of Application Outsourcing Services at IDC.

Of the professionals surveyed, 60 percent said they have increased their IT development budgets in 2009. A total of 26 percent said their budgets were at least 10 percent higher than in 2008.
