Goals Based Strategic Planning - Part VIII (OPERATIONAL PLANS)

The operational plan is derived from the strategic plan, and is a detailed action plan to accomplish the goals and the objectives defined in the strategic plan.

The operations plan should, at minimum, describe:

•Short-term business tactics that will be adopted by the specific department or division in support of the strategic plan

•How a strategic plan will be put into operation within that department or division

•The basis and justification for the annual operating budget of the department or division

The operational plan should be in the form of an annual plan that is revised every year depending on the budget cycle and fiscal year followed by the organization.

It is important to note that the operational plan should be specific to your department of division. Not all departments require the same level of complexity when it comes to the operational plan.

Your operational plan should communicate the following in a comprehensive manner:

•How you are going to deliver the product or service that is the responsibility of your department

•What are you and/or your staff is going to be doing on a daily basis to achieve the performance targets

Monitoring The Operational Plan

•It is important to evaluate the entire operational plan at regular intervals throughout the year.

•Performance targets should be monitored monthly or quarterly (depending on the nature of your business). This will help you identify if the action plans that have been set are on track to achieving targets. If targets were not achieved, it is necessary to analyze the ‘Whys’ and ‘Why Not’s” in order to develop a new plan of action or alter the existing one.

•Update and evaluate your budget monthly by comparing planned against actual. If your actual defers from your planned, it is necessary to analyze the ‘Whys’ and ‘Why Not’s” in order to develop a revised budget.

•Remember that you should create a new operational plan every year.
